Please Help my Lisbon Lemon Tree

Hey guys! I’m new to fruit trees and needed some tips and advice on taking care of my Lisbon Lemon Tree. I was wondering if this was a rootstock sucker? Should I prune it? Also, some leaves on top are light green and have white dots what should I do? How should I help my lemon tree become more healthy? Any help is appreciated!

G'ay @theonlyalex and welcome.
That probably is a sucker from the root stock but it's too low any rate so cut it off.
The yellowing of the leaves is lack of nitrogen so add aged chicken manure around the dripline but not hard against the trunk. The yellow leaf with green veins is lack of magnesium so use Epsom salts dissolved in water.
Wait for confirmation from an American - things might be different here.

Your tap water is buffering your nutrients and locking out Iron. How old is the plant and pot its in? I would remove the wood off the top and use rain water for a while before dumping anything on it. If the transplant is in new soil and less than 3 months old you shouldn't need anything.

Fertilizer is not a cure-all for plant problems. It can't compensate for poor soil structure, undesirable soil pH or salt content, or diseased plants.

People use fertilizer like it is medicine for soil or plants and often ends with negative results. If a plant becomes diseased throwing a bunch of fertilzer on it is the last thing one should do.

I believe the tree is in the ground, not a pot. It’s bark mulch.
Based on the symptoms and location, I think it’s an iron deficiency caused by high pH. Adding soil sulfur will help and a chelated iron supplement should help. There is a “Citrus Mix” available that has iron, zinc and manganese(?) that will work too.

It seems to be in a tight corner. Can we have a more distant photo please. It needs pruning as well. Don't worry though this is about the most common question in gardening.
