I have a 20year old ish laburnam tree which has always thrived. This year it hasnt got any leaves yet, I think it should by now, or at least buds.when I have cut a piece of thin wood it does still look green. It is also rocks when I push it, which is a bit worrying. The trunk which is about 25/30 cm diameter. Any advice or ideas as to what’s going on ?

It sounds to me as if your tree has suffered damage from windy weather which has loosened the roots. It is possible that a good firm stake will help to stabilise it - and heel it in to firm it up. Give it a bucket of water and hope for the best.
Not sure where you are in the UK but many plants are slow to leaf this year because of colder weather
