I have about 3 tubers and one has a pair of tiny leaves, and that's it. Nothing happening. How do I encourage them to grow please? What temperature, feed and light level please?

@alp I grew this plant for a long time at home. Now I have refused the Liana. I remember that the soil was fertile. Gloriosa received a bright but diffuse light (without direct sun). The temperature in the summer is about 25 °C (77°F). It had a rapid growth and good flowering.
But maybe growing in the garden is different.
Perhaps I would grow in a container to be able to hold plant in a warm room until good growth. :)

Thank you, @Larisa . They have been in a pots each and yet the progress is minimal. Someone suggested a bigger tuber for good growth. I don't really. I will take on your advice and google a bit more. Thank you.
