I like to use straw in areas where I replant. It will decompose enough the following year to not get in the way of new replanting. Only thing is you'll need to replace it evey year.

Soak it water for a few days so the seeds germinate. Then lay it out as needed after they dry out.

I would rather pull a few weeds than deal with mulch the following year.
