Hibiscus Damage

The past 2 years my Hibiscus plant leaves have been riddled with holes.
I haven't seen any bugs, but it must be some kind of bug.
The plants look like they have been shotgunned.
My friend from 40 miles away mentioned he had the same problem.
Any experts have an idea what this is?

Without pictures it is hard to say whether it's insects or small caterpillars but in either case if you spray the entire plant with spinosad you have a 90%+ chance of eliminating whatever it is. There are a limited number of insects spinosad does not kill but it does kill all caterpillars.

Best guess is looper damage. I think the damage is done and the loopers have pupated but spinosad will work on them. Check late at night to see if anything else is eating them. Spray with spinosad anyway.
