Hard neck garlic falling over

Last October I planted hard neck garlic (didn't make a very good job of it). They are now starting to flop over. I made sure that they were well watered during the dry spell. Just wondered what has happened:

It's quite normal when they are coming near to harvest time.

Thanks for the replies. It's my first time growing these and I expected the tops to show more signs of dying. These still look quite green.
