Fencing with fir trees.

I have a fir tree border as shown, 16 trees in all. On the other side is a six foot garden fence that the trees grow over but a few years ago these were cut back to the fence line by the local council in error who failed to understand that the land 10 feet beyond my fence was mine and not theirs. So the trees on that side no longer have green foliage and the green part of the trees is at the top and the one side you see in the picture. I maintain the trees at this height (about 10 feet) and level them across the top each year. They do grow out at a rate though and I have to trim the sides pretty often with a hedge cutter.

I'd like now to run a fence in front of them at a height of 6 feet and leave them at the same height so there would be 4 feet of tree visible above the fence.

Will this reduction in foliage be too much for these trees and kill or otherwise damage them ?

How close to the firs would the new fence be? If you left a couple of feet of space or so the firs would be fine, and you could maintain much as you currently do.
