I dont see why not. Just make sure the leaves dont have any type of diseases.

In my case I burn as many of my fruit tree leaves as I possibly can get in the fall. This help keep the diseases from overwintering. Then I add a fresh load of chips before the freeze. This supposedly help the tree flower a bit later than without topping it off.

I use wood chips on my blackberries but it is more difficult to remove and replace when fertilizing in the spring and summer.

I don't really have Wood Chips. My Son was making fun of me saying I have a New Shredder Chipper and wanting someone to bring Wood Chips.
