Just venturing out in the garden and found this plants growing but the new leaves are curling and turning brown. I have had it for years but have forgotten the name although it is common. Not sure if I should spray it (for rust?) or is there anothe cause and solution ?

Your Fatsia japonica looks as if it's suffering from neglect. It also looks as if it could do with a new pot, some new compost, and a good amount of watering along with some feed. It is also fighting for survival with the weed it shares its space with.
If you give it the necessary care I think you'll find it will pick up and do well. It shows no sign of rust.

Just had another look and it is not the leavess turning brown but what looks like thin brown dust on the new stems and leave which can be wiped off. I have taken your advice from your previous reply but should I do anything about the "dust" which my be some form of mite maybe ? Thanks

That is quite normal, and you should just leave it alone. It's actually tiny fine hairs on the stem not dust.

For example, here is another photo I took from google

of new growth on a Fatsia.
