Cleaning clippings

I had my rear garden chipped around 5 years ago. However I am overlooked heavily by tress and every year the leaves fall and that results in the remains clogging up all the gaps in the chipping. This leads to weed growth in between them.

Is there an easy and effective way to firstly clean this gravel and then once cleaned, seal it. They are 20mm chips

Sorry mate, in my opinion that is not actually gardening. Not only that you are asking for trouble when it comes to heavy rain.
There is not much chance of rain soaking through there as it is, and if you seal it - none.
Nature will always keep trying to put right the mistakes we keep making. I find it best to work with nature rather than against it.
