It changes the pH of the soil. makes the veggies sweeter. And the AMISH in my county do it all the time in late fall. you will see field of white powder, it is suppose to lay on top of the soil, and naturally with rain or snow go into the soil.
and how about, the old folks know better. its probagly in the farmers almanac.

Back in the old days, in the Ozarks, that was considered the go to method for preserving root crops if you didn't have a root cellar.

Dig a hole, line it with a tarp, fill it with potatoes, turnips, carrots, whatever root crop, cover with hydrated lime and the tarp, then dirt on top. It was believed that the lime absorbed excess moisture and prevented rot.
