I always understood Mulch held moisture.

I was going to get a load but decided Spring will be better.

Then I hear Mulch won't let water in????

It depends on what kind of mulch. Its best to put the mulch out after the Spring rains to catch and hold the rainwater in the ground longer. If you put hardwood mulch out before the Spring rain the hardwood mulch will float away.

Well mulch keeps direct sun off the soil which in turn keeps evaporation down, conserving moisture in the soil. Then if you think about mulch drying up in the hot sun and it rains a little bit, the mulch will absorb it and none reaches the soil. A hard rain should let the water in. A deep layer of thin softwood will absorb more water than a light layer of thick harwood mulch. So you are correct.
