Haboobs and monsoons are two different beasts, one dry, one wet. If you have experienced the later, you are unlikely to experience the former until things have dried out a good bit. They are; in a sense, diametrically opposed.

‘Monsoons’ are a colloquialism used to describe the season in Phoenix (I.e. ‘monsoon season’), and not describing a literal monsoon as you noted.
