BUDDLEJA DAVIDII what's wrong

I can't figure out what is wrong with this plant. Everything around it is growing well. I gave it some fertilizer about 2 weeks ago but it didn't help.

I have grown these butterfly bushes for 20 years and never had this problem.

Any help or suggestions are greatly appreciated.

Not usually a problem plant, unless it is because they are taking over the garden. I wondered if something was eating it, but when I zoom in the leaves don't look damaged, Could be a freak individual plant, or possibly something is attacking the root system?

I have never had a problem with my others for 20 years or more.

It could be a root problem but I'm not sure how to treat for a root pest.

It looks like its planted too deep in the soil.

It's mulch around it but I moved the mulch away and see if that helps.

It may be infected with Crown Gall. It causes proliferation of meristem tissue. It may grow out of it later.
