What to to next with my cherry tomatoes and basil?

Today I noticed some strange things on my tomatoes. Could you please see what it is and how I can get rid of it?

Yes, it looks like a blister on human skin.

Yes, it looks like a blister on human skin.

It's hard scale. Spray with Neem. The scale will not fall off but it will die. They come in assorted colors. Some are almost clear while others are almost black
