Last year, in an effort to get the most benefit from watering new transplants, I took a 4" pvc sewer pipe (thinner walled than schedule 40 pipe), cut it into 3" sections and pushed them into the ground. Then I'd just fill up each ring when watering....water went right to the plant roots. Worked great last year, so doing it again. Impractical for mega-gardens, but for small ones it's a breeze.

This is in fact common practice in areas where water is in short supply,or growers require target areas watered.
