Wierd things growing on pepper plants

I have 3 pepper plants a habanero, bell pepper, and a jalapeño. They seem to be growing something wierd on them but I don't know what it is. They don't look healthy either I had one bell pepper plant before and it did not look like this while growing. All the plants are dark green and look semi wilted. I would really like to know what I can do before they die.

This is most strange. It looks as if the plants were all topped to make them bushier. I have never seen anything even similar.
