Delosperma cooperi issue

I planted Delosperma cooperi in the balcony plot, and initially, everything was fine—it was blooming beautifully. However, I've noticed white or yellowish spots appearing all over the leaves. I need help understanding if this is a fungal infection. According to a diagnostic app, the issue may be related to abiotic factors such as watering.
Any suggestions?

I think those are mealy bugs, and I think you will see them like this if you over-watered your plants. They usually try to hide up.

At first, I also thought these were mealy bugs, but they appear to be different. Here's a closer look at a photo. It seems to me like a fungal infection.
