White fluff

Could you please advise what are those white fluffs and how to get rid of them? It’s all over the leaves of the olive trees outside.

It looks a lot like an insect called an olive psyllid but I didn't know that they were in Ireland. This insect is a cousin of an aphid and does the same sort of damage. Probably the best method of dealing with them is insecticidal soap or Neem Oil. It is either them or a species of scale insect.
