White blobs on mango leaves

i am seeing these white blobs looks more like lizard eggs not sure what they are and how i can get rid of them from my plantation

Are these things hard or soft? Are they hard to scrape off of the leaf? Are they made of a fibrous substance or something more akin to a rock. What is inside them?

yes , they are hard, it seems like its made up of some fibrous substance or is part of the leaf itself. Attaching some more pictures for clarity.
