When do you start trimming roses?

I'm from Illinois and we just had a very harsh winter where it got below zero almost everyday. They canes on the roses are just starting to turn green and getting leaves but very slowly. My question is do I cut them all the way down to the green, leave the stems as is or cut them but leave a little brown?
