What's the correct order for Fertilizer and Compost?

What's the correct order for applying fertilizer and compost please? Do you put fertilizer first onto the soil then add compost or add compost first then put fertilizer on top of compost?

The only time, IMO, when it makes any difference is when fertilizing and composting a grass lawn and only then when using chemical fertilizers. Then its fertilizer, water it in and then apply compost. I think this may be an old wives tale though. In reality I don't think it matters a whit.
