This appears to be a cultivar of American Arborvitae (Thuja occidentalis). Two commonly grown cultivars that resemble this plant are Thuja occidentalis 'DeGroot's Spire' and Thuja occidentalis 'Smaragd'. The latter is also widely sold by the name, Emerald Green Arborvitae.
