What to plant along this long fence

I need advice. I have been agonizing over what to plant along this fence. I don't want to make any mistakes. I live in NC, zone 7B. This area gets some sun but not full sun. It is facing NW according to my compass. I want to find a way to block the view of the street and neighbor's house. I already have a privacy fence but it's only 6 feet tall and my house is on a slope. My deck is elevated 13 feet above the ground. I am considering the Emerald Green Arborvitae, Spartan Juniper, crape myrtle, or even a large shrub to block the view. Also, if.the trees are skinny, how many to plant? I don't need to line the entire fence since at the bottom, it is wooded. It doesn't matter to me if it's evergreen or not since we normally aren't outside during the winter that much anyway. I don't want it to be too big or close to the house. And of course I also need shrubs and perennials to go in front of the tree. I'm not quite sure what to pick so everything compliments each other. Near the bottom of the deck stairs, I want to build a raised garden bed for some tomatoes next year if whatever tree I plant doesn't block too much sun. Any and all advice is welcomed. I took pictures of the different angles.

Greetings, welcome to the Forums.

Do you just want to plant a tree or two, in order to break up the view over the fence or do you really want a dense privacy block? I recommend the former option over the latter, for both aesthetic and maintenance reasons.
