What is this on my Crapemertal?

Looks like white stuff and is turning the top of the leaves black.

Looks like scale/mealybugs to me. Do they wipe off and leave a smear on your fingers. If so that is what it is. Spray neem oil every 5-7 days for 3 weeks and that should take care of them. The black stuff is their excrement which is called honeydew.

Actually this isn't quite true. The black stuff is a fungus which grows on the excrement and leads to sooty mold.

As you can see the top of the leaves are black. I rubbed some of the black off. The underside has white things on them. Thanks

Neem oil every 5-7 days for 3 weeks. The entire tree, trunk and BOTH sides of the leaves

Bought the Neem oil. No mention of (rain) after applying the oil. Is it rain resident?

OK once it dries. Just don't spray if rain is imminent.
