What is this? fungi or mushrooms? Good or bad? Thanks.

I think a common term for it is White slim mould. Its related to mushrooms in a very loose sense. Like mushrooms they are a decomposer's and feed off of decaying organic matter like wood mulches or undecomposed organic matter in the soil. Looks like your soil type is mixed with wood chips So is perfect for the fungus. I would not call it a problem It is breaking the rotten wood only & will not effect your plants in my mind
