What in the world is going on with this tree branch?!? Also any clue as to what type of tree it is? East Tennessee location.

The "water spout" is root stock, not weeping stock as is the scion. Cut it off cleanly at the trunk, and in the future cut off all growth PDQ below the graft. It is probably a weeping Crabapple.

It looks like a Weeping Japanese Cherry (Prunus serrulata grafted cv.), and yes, I concur, the grafted trunk (interstem or rootstock) is making a break for it by sending out suckers. The upright stem should be cut off where it comes off the trunk.
