What flower/plant is this?

I have never seen this before. Does anybody know what kind of plant it is? I'm guessing it will be easier to identify once it actually blooms, but these buds look rather weird to me.

Just a suggestion.
I believe these are the seed pods forming rather than the flower buds waiting to open.
So maybe Dahlia?

A pic showing the whole plant/flowers /leaves would be a huge help.

I think you could be right! Velvetleaf? Part of the mallow family, and the fruit looks similar.

Might be coltsfoot, are the leaves fluffy underneath? @Jessi
