this is by a front step - dirt and cement mounded up - a small maybe 1 inch hole in front.
what could be digging here?

Could be moles, mouses, rats and other pests. I suggest putting a brick on that, blocking it, and destroying the tunnel.
If you see more holes. maybe consider using some pest control methods.

I have tons of moles in my yard, so based on my experience I doubt it's a mole. Tell-tale signs of moles are raised earth in the yard, as they tunnel thru looking for grubs and stuff to eat.

A little trivia: Moles are not considered rodents, rather they are classified as insectivores. That's why I leave them be and see them more as a beneficial animal...they also aerate the soil
