What’s wrong with this tomato plant?

It’s a tumbling Tom yellow. It looks droopy and wheathered. It was fine before and it’s been outside all spring so it’s not cus it’s just being hardened off. Is it dying?

It looks like this all the time now, it’s a hanging plant and I only water when it feels dry which has been awhile because the dirt still feels soaked

If the soil feels soaked it is soaked. Are any of the leaves turning brown on the margins or falling off? If not then the plant will probably come out of it. How big is the container? If it isn't a big container the plant is more than likely root bound. And if it is root bound that probably why it is staying wilted. A 5 gallon container is as small as you want for a tomato plant that size.
