Unknown Shamrock problem

Hi there,
I have a Shamrock plant in my home and recently noticed it is not fresh. As I was checking the leaves I saw some small white creatures on the back of the leaves. I took a couple photos for better understanding.
So, I need some info about this problem and the solution.

I can't tell from the pictures exactly what the insects are (possibly soft scale) but if you spray with Neem you will kill who ever they are.
