Douglas, are the flowers from that plant or do you have two plants sitting together? I don’t recognize those leaves at all.

I wonder if this is a Coleus. There are so many different colors and textures on the leaves on them it is a possibility.

I don't think so because it is very hard here in a 5b climate. It will grow in full sun, too.

Yes, it is attractive. 
I hope you are aware it's a member of the Japanese Knotweed family, you can see this by the slight zig-zag in the stems. Although it's not as rampant and difficult to eradicate, it's probably best kept in a pot.
