Tulips deteriorating! please help

I planted these tulips recently and in 15 days their stem is deteriorating.i don't know if I am overwatering them or the opposite .I water them 2 time ,each plant get almost 500ml.They get sun from rise till 10:30.
Please give me advice on what I am doing wrong.

No, these aren't Tulips (Tulipa spp. or hybrids). I'm not certain of the identity of the larger plants. Perhaps something in or near the Ginger Family (Zingiberaceae)? Are you certain that these plants are called 'tulips' in India? If so, perhaps that common name is applied differently there.

The smaller succulent with speckled leaves is an Aloe, perhaps a form of Aloe vera.
