Tree ring around Kwanzan Cherry Tree?

I just bought a Kwanzan Cherry Tree and planning to put it in front yard with the Bermuda grass. Can I build a ring around it with stones; maybe around one foot off the ground and fill the ring with soil? Then plant the cherry tree to match the soil line of the ring, so I can plant flowers around the tree. The ring be around 6ft in diameter or smaller. I think planting the tree straight in the yard won’t look good with anything around it. Also, I just took out a Bradford pear tree last week, can I just plant the cherry tree over the stump? It be grounded down a bit. What kind of soil do I feel the ring with?

Yes, you can plant a tree in what you described. It is basically a raised bed. The only thing to remember is to not bury the tree too deep, and to leave the root flare exposed. Make sure of this as many times the grower will have planted the tree too deep in the container. Just fill the ring with basic garden soil. Put your fertilizer/compost/mulch on the surface.

The base of the tree is with the soil level in the ring. Watering it just made the soil cover the base a little. The grafting portion is above the ground. Do I need to raise it up more?

I need to see a picture of the base of the tree. I need to see if the root flare is showing. Not the graft, the root flare.
