I acquired a tangerine sapling about 4"tall. Right now I have it in a small peat pot with coir under a grow light. When should I put this up and move him outside and when can I put it in the ground. I know it will take a while to bear fruit, but the plan is to replace another citrus that is not producing (possibly failed grafts,I tried regrafting with no success). So it will go in the ground at some point. But I don't want to move it too early.

I don't think artificial light will be adequate for citrus. It will survive but will become leggy. Most tangerines can withstand a light freeze so what I would do is plant it outside now and protect it during cold weather. A couple of layers on Nsulate and a bucket should be more than enough protection in your area.
