Tall decorative grass falling

At my work we have these tall grass shrubs, they look a little like wheat and grow in roundish bunches...sorry, I am not sure what they are called. Anyway, some around my work think that homeless people are sleeping in them as they are falling down, I think they are collapsing from wind and rain. Does anyone know what could cause this?
