sucker question...

I'm having a hard time determining if the lowest branch on my Meyer Lemon is a sucker. The tree is 3 years old and there are finally signs of fruiting on the rest of the tree, but the lowest branch is pretty long and thorny, but the leaves look like the rest of the tree leaves and if I rub the leaf, it emits a lemon smell like the rest of the tree. This particular branch has never blossomed, so not sure if suck or just a regular branch. If it looks and smells like the other leaves, can it still be a sucker?

A sucker usually appears really near to the ground,but without an image who can say?

If you don't want it ,just cut it off,won't do any harm.
