Star Jasmine turning white?

I’m a novice gardener and have just noticed my star jasmine’s leaves are turning white? I have an older one a couple of metres away which is thriving. Any suggestions on how to fix the issue?

You have mites. You can use Neem oil, be sure to spray under the leaves too. I'm not sure what miticides you have there, but mites are not insects they're closer to spiders and insecticides don't work on them.
