Spraying Citrus Trees (Is there ever too much?)

I've been spraying my citrus trees at various times in attempt to control a variety of pests which include aphids, scales, citrus snow. I've been using either Neem Oil or White Oil. In addition, to washing the barks by hand. I recently read an article which stated that we should not be spraying frequently. Does anyone have any information or comments?
