Spider or spider mite?

I found these webs on the lower to mid branches of 5 of the trees at the backyard, as well as around the brick corners / floor of the bed.
Can anyone please help to identify and advice what I should do with them?

They look like tent or web worms. Spray with either a spinosad based pesticide or Bt. The entire tree and where ever you find them.

I don't see worm inside. I did saw lots of spiders and moth in the area (in Sacramento, super hot and dry). I have no pesticide here (was visiting a friend's home), so I just cut off the branches now.
