Some kind of egg..?

The white stuff, it does not move. I honestly dont know what it is and its all over my garden. This is beets btw

@LIcenter is correct. Use Neem to get rid of them. Do it quick because they multiply rapidly.
They became such a problem with my raspberries, I finally gave up and yanked them all out. It's amazing how quickly they can suck the life out of a plant.

And what I find when I get them is that Hard Scale insects follow them. Mealy bugs are a soft scale insect but why the two go together has always baffled me. If you don't get them early your're in trouble.

Looks like mealybugs. I had an ongoing problem with them on my raspberry bushes.

Oh.. they dont move tho.. at all even when i hit them. Any recommendation how to deal with this? Here is a more accurate picture of this..

As I said before, use Neem Oil. Soft scale insects will squish and smear when you smash them. Hard scale insects are very hard, do not move and are attached to the plant. Neem will kill them both. If you don't have neem you can try a strong solution of dish soap although I haven't had much luck with soap...........on anything. some folks use rubbing alcohol and a Q-tip, but Neem is the best. It will take more than one application.
