We just moved into a new house and at the front there is a garden that is raised about 50 - 60cm. I am looking to remove this and get the garden at grass level.

My issue is that there are 3 trees that is growing in the garden they are quite well established about power line height.

How can I lower the soil level without harming the trees?

The only way is to build a brick circle around the trees, making a feature, and then lower the rest of the soil to do what you want to do.

As @Plantdoctor stated, BUT, remember that feeder roots extend out to and a little past the drip line. Plus digging down 50+cm you are going to be removing large roots as well. I don't see a good outcome for the trees.
