Seedlings: Take Two ... Please me help evaluate leggy/not leggy

Alrighty... Below are several photos of my seedlings. I have some that I know are leggy (tomatoes), but others I have no idea? Can you all check these out and help me decide which ones to start over with and plant again? I'm also unclear when I need to separate and transplant the good looking plants into single pots.

Once I have two sets of leaves, I'm supposed to snip off the top, right above the lower leaves, right? Do I do that for all of them? Or only certain plants?
