The new foliage of Cycas revoluta comes out in flushes, with many new leaves appearing at the same time. This generally occurs once a year, most often in Spring or Summer. Cycas revoluta can skip years of growth if conditions are not ideal, but no new leaves since last Summer would be normal.
The broad head on your Cycas revoluta indicates it is a female plant that may be in the process of ovulating. If there is an available male plant producing pollen, you could try to artificially pollinate your plant. However timing is essential with this and success can be elusive.
At this point I wouldn't worry about the withered state of the bracts, but do continue to observe the situation.
