Rust spots on tomatoes and bugs eating chunks out of peppers

I’ve noticed this rust on my tomatoes and was curious what you guys thought it was. Guessing something fungal maybe. It’s been so hot here mid 90s for weeks so I’ve had to water a lot. I use a wonder wand and avoid splashing the leaves with water.
Also I’ve noticed this bug I believe is taking chunks of my pepper leaves. Anyone know what the name of this bug is?

Can't tell for sure if the problem is fungal or not but the insect is a scale insect. It is in the crawler stage now but will be an armored scale in a day or two. It is still mobile now but will "glue" itself to the plant shortly. I would spray with Neem Oil to kill the scale and it will also help with any fungal problems as well.

Thank you chuck! I will utilize neem oil! I got some more pictures of my tomatoes issues. My tomatoes plants look like crap - they are curly and kinda yellowish and they have this black rust for lack of a better term.
