Rose Plant disease

I have planted hybrid rose plant named double delight. when i planted it gives four flowers. after this it did not give any bud or flower. today i have observed some spots on their leaves. kindly suggest what these spots are indicating and what are their remedies? kindly see the pics below.

That looks like a watering issue or transplant shock. How much and often do you water and how long has the rose been planted?

this plant is planted about 2 months ago and i water them after one day or after two days..

It is not transplant shock then. If I understand you correctly you water it about every 2 or 3 days? If so, that is way to often. Water deeply and thoroughly about every 7 to 10 days.

I do not see any black spots. I see a hole in the leaf caused by some passing insect or the wind and I see browning leaf margins caused by too much water too often.

That could possibly be some sort of fungus but it looks more like some sort of physical damage from an insect. If you can spray it with a copper based fungicide or Neem Oil just to be safe.

12-24-12 or anything with a high middle number

It might be safe but I wouldn't do it. Some chemicals react with others with strange consequences. I would do one and the next day the other.
