I have a a rhododendron that that has never performed: most of it died after I planted and it has never bloomed. After ~10 years in the same spot, it has begun to grow and set buds. I can say I noticed buds for the last 3 years, but it does not bloom. Do I need to provide winter protection?

As I understand your post, your plant has survived 10 years outside without winter protection. Is that correct?

Depending on variety, rhododendron can survive temps -10°F (-12°C), with some tolerating as low as -25°F (-32°C) .

That is correct, it has survived Ottawa winters. I am wondering if I have to protect the buds.

Yes, I would think young buds would need protection from your extreme lows in winter. Ideally, a plant would not have young buds until spring.

My research on this plant: Rhododendrons form their flower buds for the following year during mid-to-late summer (typically July and August). I think I will have to cover this shrub this winter.

That could explain your lack of blooms all these years. I would check with someone local that has your variety to ask if they protect the buds during winter.
