Hi - i cut a IPC Tank in half and made a couple of these. Here where my steps to account for drainage and want to get your suggestions:

1) drilled 10 holes, 3/8" around the outside bottom
2) filled the bottom 2" of the empty tank for 1" gravel
3) laid black landscape fabric over the gravel
4) filled rest of tank with topsoil on top of the landscape fabric

In addition i obviously painted the plastic with spray paint to provide UV protection. It's about 22" tall.

Good?

What an inspiring example of re-use. It looks like it will be a large sturdy container for years to come.

Overall, the way you made it sounds excellent. Pebbles in the bottom of a container are usually not recommend, as uniform columns of soil will drain better that layered discontinuities. However, I don't think a couple inches at the bottom of such a large vessel will be a problem.
