Potato harvest?

I've got potatos growing in bags. I have one that I thought was ready to harvest. Then all of a sudden a new green shoot pops up in the middle of all the dead foliage.

I'm leaning on harvesting, but wanted experienced opinions before doing so.

If you don't harvest fast enough on potatoes it is possible something could have restarted another cycle of plants, especially if its been hit with rain a few days in a row or watered. I've seen this happen to me a couple times. Although hard to say for sure without pictures.
