Possible Disease on Lilac?

Does anyone recognize what pathogen might be causing what is seen in the photo. There are three different instances of it on two lilacs about 10 feet apart. Thanks!

Could be herbicide, or genetic mutation, but if you see 3 probably not genetic. No idea

Herbicide drift was kind of what I was guessing.
